WARRANT ARTICLES
2020 SCHOOL DISTRICT MEETING
To the Inhabitants of the School District in the Town of Salem, qualified to vote in District affairs:
First Session of Annual Meeting – Deliberative
You are hereby notified to meet at Salem High School in said District on the 6th day of February 2020, at 7:00 in the
evening. The session shall consist of explanation, discussion, and debate on warrant article numbers 2 and 3. Warrant
articles may be amended subject to the following limitations: (a) warrant articles whose wording is prescribed by law
shall not be amended, (b) warrant articles that are amended shall be placed on the official ballot for a final vote on the
main motion as amended, and (c) no warrant article shall be amended to eliminate the subject matter of the article.
Second Session of Annual Meeting – Voting
Voting on warrant articles number 1 through 3 shall be conducted by official ballot to be held in conjunction with
Town Meeting voting on the 10th day of March, 2020. Polls will be open from 7:00 a.m. to 7:00 p.m. at the Barron
School, Fisk School, North Salem School, Soule School, and the Senior Center.
1. To choose all necessary School District officers for the ensuing year.
2. Shall the Salem School District raise and appropriate the sum of Forty-eight million nine hundred
thousand dollars ($48,900,000) for the design, construction, and original equipping of renovations and
improvements to Woodbury Middle School and its grounds, and authorize the School Board to issue
not more than Forty-eight million nine hundred thousand ($48,900,000) of bonds or notes forthe project
costs in accordance with the provisions of the Municipal Finance Act (RSA Chapter 33, as amended)
over a three (3) year period with a Sixteen million three hundred thousand dollar ($16,300,000) bond
to be issued in the first, second, and third years; to authorize the School Board to issue, negotiate, sell,
and deliver such bonds or notes and to determine the rate of interest thereon and the maturity and other
terms thereof; and to further raise and appropriate the additional sum of Two hundred thousand dollars
($200,000), for the first year payment on the first year bond, said sum to be offset by the use of impact
fees; to authorize the School Board to apply for, obtain, and accept federal, state, private grant, or other
aid, if any, which may be available for this project and to comply with all laws applicable to said
project; and to authorize the School Board to pass any other vote and to take any other action necessary
to carry out this vote, including acquisition and/or conveyance of any necessary utility easements to
support the project?
(The Salem School Board voted this article with recommendation; the Municipal
Budget Committee voted this article with recommendation).
[Note: Woodbury Middle School was first constructed in 1925 as the town's high school with several
additions, including a library and classroom wing in 1965 and a classroom wing in 1995. The work to
be done under this article would include, but not be limited to: renovates and upgrades to the school's
academic program spaces, including science labs, computer science labs, art rooms, band and chorus
spaces, library and media center; construction of a new gymnasium and locker rooms; renovation of
the existing facility to accommodate a student enrollment of nine hundred (900), with core facilities to
accommodate that number; and meeting safety code compliance regulations, to include installation of
fire sprinkler systems, enhanced building security systems, removal of asbestos, update heating,
ventilation and electrical systems, installation of updated data networking systems, and energy
conservation renovations to the building envelope and providing new traffic circulation and parking
facilities.
3. Shall the Salem School District vote to raise and appropriate as an operating budget, not including
appropriations by special warrant articles and other appropriations voted separately, the amount set
forth in the budget posted with the warrant or as amended by the vote of the first session, for the
purposes set forth therein, totaling $76,220,410? Should this article be defeated, the operating
budget shall be $75,697,821 which is the same as last year, with certain adjustments required by
previous action of the school district, or by law; or the school board may hold one special meeting
in accordance with RSA40:13, X and XVI to take up the issue of a revised operating budget only.
4. To transact any other business that may legally come before this meeting.
